In urban transportation, three levels of planning activities are involved. These are strategic, tactical and operational levels. This paper describes innovative application of the EMME/2 for network modelling at the strategic and tactical planning levels for urban transportation, with focus on public transit. Drawing upon research carried out at Carleton University and Ottawa-Carleton Regional Public Transportation Commission the paper provides information of interest to researchers as well as practitioners. The paper advances ideas on the development and use of EMME/2-based strategic level (i.e., sketch) planning models.
