Yes that is true.  All projects are different. Although project management attempts to define project phases such as conceptualization, feasibility, preliminary planning, detailed planning, execution, testing and commissioning, it is not intended to require project managers to strictly stick to the phases. They can use their own initiatives if they want. The lifecycle phases are just there to bring discipline and predictability to the project. It helps when a project manager is to be replaced to allow a smooth flow even if a new manager steps in. Some organizations even define their own tasks for each phase.
