This question is pretty indecisive for me as i favor a point yet face confusion on it. If we divide the production of different types of paints into divisions and sections it would be beneficial for the business in terms of proficiency and more efficacy of the product. There are enough resources involved in producing paint for different applications so to develop different divisions does make sense and also build a positive environment of competition among the different divisions. However, one aspect to this approach is that whole division can become non-functional and in loss if the market its catering to is in loss. If there were no divisions then reorganizing and restructuring resources would be easier. 

Still this is not the main issue rather main issue involves the functionality of that division. For instance a single sales department can handle different types of products and to different types of customers and demands. The point of confusion arises when sales department is allotted different regions for each division. Not sharing of regions actually entails that one person in need of specific paints household/commercial living in certain region is only entitled to buy one particular available paint from the region of the company.
