I am gonna sit on the fence a little with this I think because I can see all five being effective, but I would have to say #5 "setting the stage for creativity" could very well be the most effective, because it's the beginning, once you set the tone or the stage people can open up and share and develop their creativity in an environment that is not judgmental or criticizing.
