I believe that a project that is on time and on budget is a very successful project. In the other hand if a project is completed on time and on budget, but it does not solve the issues presented in the problem analysis phase, then the project can be looked at as a waste of time and money. I believe there are many projects that are over budget and over scheduled and they can be considered successful.
I also believe that in order for a project to be successful that it needs to go beyond just time and budget. One must make sure all the issues are fixed and addressed before considering it a successful project. Before starting a project, delays should be expected and sometimes they are hard to predict. Projects delays can also mean over budget. It is very important to plan ahead before starting the project so if there is a delay or over budget the project can still turn out to be successful.
