Refine your list to include what you feel are the 5 most essential elements of an effective program. Choose one of the three model programs from Chapter 7 in your text. Does the model program address all the elements you identified as essential to a program plan? Explain how the program does or does not meet these expectations.

I chose Model #1 Project Healthy Families.

The target population is very direct.  They strive to serve 800 rural homeless and low income families and their children or adolescents of Springdale.

The needs/problem statements include after school activities for children to avoid high risk drug or gang related activity, as well as an employment readiness course for the parents of the children simultaneously.  The aims are to also provide the family with on site medical care or referrals.  The program hopes to provide peer mentors and tutoring to the children enrolled in the programs.

The goals and objectives of the program are to provide family fun and wellness.  The wellness of the children and academic performance improvements are crucial and very important to the program.

The evaluation plans of the program are thorough and involve questions from the Centers for Substances abuse Prevention (CSAP).  Project Healthy Families plans on using process evaluation to ensure that the program is meeting all the goals and other needs. 

I did not see a budget model or any plans to create one.  The program mentioned the cost analysis and the cost per unit of service and client.  I am not sure if the program plans to ask for the cost per unit (x) 800, but the program plan does not say.

     The five most essential elements of an effective program are:
1.  Determining a "problem"
2.  Having a strong needs/problem statement
3.  Outlining goals and objectives
4.  Having a budget outlined
5.  Knowing how the evaluation process is going to take place for your particular program plan

     The program model I chose was "Model #3, Ethical Considerations".  The reason I chose this model is because it touches on something that a lot of program plan evaluations do not and that is client confidentiality.  A lot of what Human Service workers need to know is how to gian a client's trust.  Confidentiality is the biggest way to gain trust, especially in children and young adults/teenagers.
     While the program outlines almost all of the key ingredients of my list (with extras), it does not include a budget.  I think this is a crucial part of a program plan as funders will not even look at a plan without knowing how much money is at stake.  It is not a question of "nickels and dimes" but just an overall, "ballpark figure" that people can look at to make an informed decision
