The three advantages of empowerment evaluation are:

1.      The cost is minimal as compared to using an outside evaluator because staff is used to do the evaluations.

2.      Staff involvement in decisions as to what is evaluated and how to conduct the evaluation adds more meaning to staff for use in improving the program.

3.      In the process of developing an evaluation plan the staff must scrutinize the program services he or she intends to provide. As the staff build the plan it is essential to purposefully lay out the community needs, scrutinize not only the activities used address those needs, but the target population to be served , but the possible outcome of these services.

 

            The empowerment evaluation is appropriate for any human service field that is working with clients that are willing to help themselves, who would give honest answers to the questions asked. Along the same thought empowerment evaluation would be inappropriate to use in a field in which the participants are not there voluntarily; there would be little chance of useful answers.

            The PEACE agency could benefit from the empowerment evaluation. The clients would be very likely to answer questions honestly; they would have something to gain from answering the questions. This would also give them a sense of empowerment, knowing their opinion can improve a program. These clients need assistance building their self-esteem, and I believe the knowledge that their opinion was taken seriously would be an excellent start toward a healthier self-esteem.
