The role of insurance in this situation should be to educate the population on how to make better choices because that would help them manage the cost of medical care. One of the ways they can do that is by enforcing preventive care. Preventive care would not only cost a lot less than the actual care of an illness, it would also help manage the cost for care as well as help manage the rise in poor health. So the insurance need to set up a way to get that education to the population.
