According  to Kimberly Hefling (2012) The No Child Left Behind Act of 2001 (NCLB) aimed that with  the help of the educational systems  all students including nonnative speakers of English (ELLS),obtain proficient skills in English language reading and mathematics by 2014.  Title III of the act held schools and districts responsible for assessing and improving ELLs’ language proficiency throughout the year.  If the schools did not meet the act’s performance requirements, they would face tough consequences such as “restructuring or possible school closure” (Syrja, 2011 pg 12)
