For the Peer Review you are not expected to "fix" their paper or drastically improve it. I just want you to demonstrate that you read it closely and tried to give them specific feedback they can use. Sometimes it is just as helpful to tell them what parts work well and why as it is to tell them what they need to improve. If you just write "good job" or something similar in each section then you aren't helping your peer much and won't receive as many points for your peer review.
