Unlike the federal government, state governments must balance their budgets. Some short-term strategies used to assist states in closing budget gaps include short-term borrowing or the use of the “rainy day fund.” That fund is tapped only if certain conditions are met, but not all states have such a fund or at least not a well-endowed one.
